Scott Coker is not waiting until his new promotion runs its first event to start shaking things up.

The former Strikeforce and Bellator boss has submitted a formal request to the California State Athletic Commission asking for elements of the Global MMA Rules to be adopted within the Unified Rules of MMA. Coker's new promotion, Ki MMA, is expected to hold its debut event in 2027, and he wants the rulebook updated before his fighters step into the cage.

"I've always believed MMA should keep evolving," Coker wrote on Instagram, per Sherdog.

The proposal asks CSAC to incorporate parts of the Global MMA Rules but specifically excludes soccer kicks, stomps and linear knee strikes. Coker wants evolution, not a return to the early days. The goal appears to be expanding the legal techniques just enough to give fighters more options without crossing into territory that commissions have long considered too dangerous.

Ki MMA has asked the CSAC to discuss the topic at its Dec. 1 stakeholders meeting, per Sherdog. No decision has been made yet, and there is no guarantee California will agree to any changes.

The move is significant because California is one of the most influential athletic commissions in the country. If CSAC adopts even modest rule changes, it could open the door for other states to follow. For Ki MMA, launching with a slightly different ruleset would immediately separate it from the UFC and PFL in the eyes of hardcore fans.

Coker has a track record of pushing boundaries. Strikeforce was the first major American promotion to feature women's MMA in a main event slot, and Bellator experimented with tournament formats and open-weight fights under his watch. Ki MMA appears to be his next laboratory.

REY'S TAKERey Aguirre

This is vintage Coker. The man has never been content to just put on fights. He wants to change the sport while he is at it.

I think asking for Global MMA Rules minus the soccer kicks and stomps is a smart play. You get more techniques, more varied fights, and a point of differentiation from every other promotion, all without the kind of stuff that makes commissioners nervous. It is an easy sell compared to what some people want.

The real question is whether California goes for it. CSAC has been conservative historically, but they also like being seen as progressive. If Coker can make a compelling case at that Dec. 1 meeting, we might see a meaningful change in the rulebook before Ki MMA ever runs a show. That would be a huge win for a promotion that does not even have an event date yet.

Keep an eye on this one. Coker is building something, and the rules are just the first move.
